Regarding the PM situation, this is sadly an issue that's been happening to quite a few users. We're still unsure how to fix it, but we'll try to look into it as much as possible.
The SBC Discord is simply just a Discord chat room for SBC. You can join by going to the "Things to Do" tab at the top and selecting "Discord". Make sure to also post in the shoutbox your discord username so we can verify you.
