SpongeBob probably came from another city originally. In SpongeBob Moves In, he moves to the town for the first time after his parents drop him off in his new home. Yeah because many of the non-fish characters we've seen are not from Bikini Bottom. Like the Grandma from How you seen this Snail, which is not a kind that you see in Bikini Bottom.
