He was saying hi and bye to the wall, and then rested his head on the table. They thought he was just "sleepy." Seriously? How do you serve a toddler a margarita by mistake? As for the drinking age, I agree that it should remain 21, but the problem is that people under the age have found ways to cheat the system. I just learned in a recent study in class today that cigarettes cause more deaths per year than alcohol. I still agree that the drinking age doesn't need to be lowered.
