Kelp City

Kelp City is a small, densely forested city in northern HSC. Surrounded by the mighty Kelp Forest, it is a primarily lumber-based economy. It is the only settlement populated entirely by Vindicators, who represent lumberjacks. Despite its small size, it continues to grow very slowly.
